Question: Are headache racks required on a commercial motor vehicle (CMV)?
Answer: No. When the cargo securement regulations were updated in 2004, a cab protector — headache rack on a tractor or headboard on a trailer — became voluntary.
However, the optional use of a headboard is addressed in the safety regulations. An installed headboard must meet specific structural requirements to qualify for the use of fewer straps or chains at the front end of the load.
Best practice to protect drivers:
Many flatbed carriers still install headache racks onto their tractors because it is believed that having the headache rack will protect the driver during an accident by reducing the extent to which cargo will penetrate into the back of the cab. Also, headache racks provide a safe storage location for much of the rigging that a flatbed driver must carry.
