Question 1: What recordkeeping requirements under §396.21 is a carrier subject to when it utilizes an FMCSA-approved State inspection program?

Guidance: The motor carrier must comply with the record-keeping requirements of the State. The requirements specified in §396.21 (a) and (b) are applicable only in those instances where the motor carrier self-inspects its CMVs or has an agent perform the periodic inspection.
