Maryland has adopted federal OSHA standards and incorporates them by reference. The Maryland Occupational Safety and Health (MOSH) plan has no additional requirements for work zones, flaggers, signals, and barricades. The state does, however, have its own version of the MUTCD, which is linked below. It is substantially similar to the federal MUTCD, with some state-specific content (in the linked document, text in blue indicates Maryland state-specific content.)
Note that some states have requirements for work zones and flaggers that fall under the state’s Department of Transportation regulations, in addition to the OSHA-related requirements listed here.
