The state of Delaware does not have a state OSHA plan. However, Delaware does have its own state version of the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). The relevant part to this topic, Part 6, is linked below.
Note that some states have requirements for work zones and flaggers that fall under the state’s Department of Transportation regulations, in addition to the OSHA-related requirements listed here.
