The person qualified to inspect a mobile crane depends on the OSHA standard that applies and the type of inspection being performed.
Under construction standards (29 CFR 1926 Subpart CC), certain inspections—such as post‑assembly, annual/periodic, and inspections after repairs or modifications that affect safe operation—must be conducted by a qualified person, meaning someone with the recognized degree, certification, or extensive knowledge, training, and experience necessary to address crane safety issues, while routine daily or monthly inspections may be performed by a competent person.
In general industry (29 CFR 1910.180), OSHA does not specifically define “qualified” or “competent” for crane inspections; instead, the employer must designate or appoint an individual who has sufficient knowledge and ability to identify defects and unsafe conditions, and inspection records must be maintained.
