Who can administer the road test? Is this person required to have specific qualifications or to be certified?

A specific certification is not required, but the person administering the test must be competent to evaluate and determine whether the driver taking the test is capable of operating the vehicle and associated equipment that would be assigned.

Someone within the carrier organization may be used (veteran driver, supervisor, driver-trainer, etc.), or someone from outside the organization, provided the individual is competent to evaluate the driver.
