When OSHA uses the terms “in actual use” or “attached ready for use” at 1910.253(b)(3), they are referring to compressed gas cylinders which have the regulators installed. Cylinders which are “attached ready for use” may be moved on a “special truck” which:
1. Holds the cylinders in an erect or nearly erect position; and
2. Protects the cylinder valves and regulators.
Once the work is completed, the cylinder is considered to be in storage when it is reasonably anticipated that gas will not be drawn from it within the next 24 hours. At that point the employer must meet the storage requirements for compressed gases. However, if it is reasonably anticipated that the cylinders will be used within the next twenty-four hours, the storage requirements need not be met.
