There is no one specific standard addressing the issue, and OSHA’s steel erection standard does not address the construction of communication and broadcast towers specifically. OSHA, however, issued directive CPL 2-1.36, Interim Inspection Procedures During Communication Tower Construction Activities, in March 22, 2002, to help reduce the accidents and injuries associated with tower erection.
The directive ensures uniform enforcement of the provisions that address fall protection and safe access to communication towers during construction by OSHA’s field enforcement staff.
