The requirement to report to the National Response Center under the Superfund and Emergency Planning and Community Right-to-Know Act (Act) applies when a person in charge or a vessel or a facility as soon as he or she has knowledge of any release of a hazardous substance from such vessel or facility in a quantity equal to or exceeding the reportable quantity in any 24-hour period. The NRC requires immediate notification to (800) 424-8802.
Releases of mixtures or solutions of hazardous substances are subject to the following notification requirements:
- For known quantities of all the hazardous constituent, notification is required when an RQ or more of any hazardous constituent is released;
- For unknown quantities of hazardous constituents of the mixture or solution. Notification is required where the total amount of the mixture or solution released equals or exceed the RQ for the hazardous constituent with the lowest RQ;
- Other notification requirements apply to K-listed wasted, radionuclides, and emissions of nitrogen oxides.
