OSHA’s Field Operations Manual contains a chart that illustrates fine criteria for various types of violations. For example, the penalty amount for serious is based on the gravity of the violation, primarily — which means the frequency and severity. OSHA also considers the number of employees exposed, number of times it’s performed, what would be the worst outcome if something happened, etc.
