The 1993 Transportation Conformity Regulations apply to highways and mass transit. These regulations establish the criteria and procedures for determining whether an area’s transportation plans, programs, and projects conform with the State Implementation Plan. Transportation conformity ensures that federal funding and approval are only given to highway and transit projects that will not cause new air quality violations, worsen existing violations, or delay timely attainment of the national ambient air quality standards.
