The Single State Registration System (SSRS) issues a Form RS-3 receipt when interstate for-hire carriers register their Federal Operating Authority with their base jurisdiction. The RS-3 Receipt lists the jurisdictions in which the vehicle has paid fees to operate. All for-hire interstate motor carriers with operating authority issued by the Federal Motor Carrier Safety Administration (ICC) must have a Form RS-3 (SSRS) Receipt before beginning operations.
