Combustible dusts are fine particles, fibers, fines, chips, chunks, or flakes that could be an explosion hazard when they’re suspended in air under certain conditions.
It's defined in the Hazard Communication Standard at 1910.1200(c) as "finely divided solid particulates of a substance or mixture that pose a flash-fire hazard or explosion hazard when dispersed in air or other oxidizing media."
