OSHA says that Subpart D, “Walking-Working Surfaces,” applies to approximately 6.7 million establishments and more than 110 million employees. This includes all industries, except for construction, maritime, mining, and agriculture. These industries are generally exempt because they are already covered under other standards or because certain activities within that industry aren’t considered general industry work, such as picking and planting in agriculture.
Construction and transportation employers engaged in any type of general industry activity (e.g., general office work) or have areas in their workplace where the general industry activity takes place (e.g., offices, maintenance shops, warehouses, parking lots, etc.) must comply with Subpart D requirements, however.
