There are two references to this in OSHA’s general industry standards that prohibit working beneath a suspended load, or carrying a load over people. Those are 29 CFR 1910.179(n)(3)(vi) and 29 CFR 1910.184(c)(9).
In OSHA’s construction standards at 1926.550(a)(19) there is also a prohibition against working under a load.
