The Occupational Safety and Health Administration (OSHA) regulation for emergency stop coloring is in 1910.144(a)(1)(iii); it simply says that the button has to be colored red. It does not address the backing.
The National Fire Protection Association (NFPA) 79 industry standard, which OSHA has referenced, specifies the backing be yellow.
