What are the three core applicability criteria under the “Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants” (or CTR)?
Owners and operators of any facility that’s located in California and has been issued a permit to operate by an air district must comply with 17 CCR 93401(a). The core applicability criteria apply to:
- Greenhouse Gas (GHG) Facilities that must report to the CARB Mandatory Reporting of GHG Emissions (or MRR) program;
- Criteria Emissions Facilities that emit over 250 tons per year of any applicable nonattainment pollutant or its precursors during the data year; and
- Elevated Toxics Facilities that are categorized as high priority for toxic air contaminant emissions at the beginning of the data year and/or recategorized based on an assessment of human health risk or other information.
