If there is no regulation for a certain activity, U.S. Fish and Wildlife Service may issue a Special Purpose permit under 50 CFR 21.95. There are twelve Special Purpose permit types. These are permits that have enough individuals or organizations conducting similar activities to warrant creating procedures, application forms, and report forms to ensure national consistency while the Service identifies if development of a distinct regulation is fitting and, if so, works to finalize that regulation.
