New entrant motor carriers use an online-only form, MCSA-1, to obtain a USDOT number. The MCSA-1 form was implemented as part of FMCSA’s Unified Registration System (URS-1) initiative to consolidate enterprise systems into one easy-to-use system. For-hire motor carriers must also complete an OP-1, or OP-1(P), the BOC-3, and pay a $300.00 filing fee to obtain regulated for-hire carrier authority.
There is no filing fee for private and exempt for-hire carriers. Once the application package is completed, the carrier will be granted new entrant registration (USDOT number).
This application may be completed on-line at https://portal.fmcsa.dot.gov/, or by calling (800) 832-5660 and requesting an application by mail
