A certificate of title is proof of ownership of a vehicle. You may transfer the title of a vehicle at any deputy registrar office. If a vehicle is purchased through a licensed Minnesota dealer, the dealer will complete the transfer paperwork.
To obtain a car title, you must provide the Minnesota Driver and Vehicle Services (DVS) with the following:
- Proof of ownership;
- A completed application to title and register a motor vehicle (Form PS2000);
- An odometer reading;
- Proper identification;
- Your leasing agreement or power of attorney, if applicable; and
- Payment for any applicable title fees and taxes.
Other relevant information includes:
- The vehicle and/or title may be subject to sales and use tax,
- Minnesota allows credit for sales tax paid in reciprocal states,
- Vehicle inspections aren't typically required,
- Some offices offer a "fast track" to receive an expedited title for an additional $20 fee, and
- Applications can be mailed or submitted in person at any deputy registrar's office.

Fees: There are fees associated with titling a vehicle within Minnesota, including an $8.25 title fee and a $2.25 title technology surcharge.
