Each time the owner of a vehicle changes, a new title must be issued. Maryland dealers will usually handle the titling and registration of a vehicle; however, if a dealer isn't involved, you'll have to submit the application documents yourself. You can apply in-person at any of the MVA's full service branch offices. You can also mail the documents to the MVA's Mail In Title Unit in the Glen Burnie office.
To title a vehicle, the following documents and information are typically required:
- Application for certificate of title;
- Certificate of origin;
- Bill of sale;
- Odometer disclosure statement;
- Payment for taxes and fees;
- Proof of ownership, if applicable;
- Dealer reassignments, if applicable;
- Maryland safety inspection certificate, if applicable; and
- Lien release, if applicable.
Other relevant information includes:
- The vehicle and/or title may be subject to excise tax,
- Safety inspections are required for used vehicles, and
- Vehicle identification number (VIN) inspections are conducted during safety inspections.
Agency: Maryland Department of Transportation, Motor Vehicle Administration.
Fees: There are fees associated with titling a vehicle within Maryland, including a title fee, excise tax, and a security interest (lien) filing fee. A certificate of title for a new or used vehicle has a fee of $100.
