Wyoming is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
Temporary permit: A 45-day temporary tag may be issued for a purchase of a power unit from a private party, and a 60-day temporary tag may be issued for a purchase from a dealership. The temporary tag will only be issued to IRP accounts in good standing. A temporary tag covers a specific vehicle and can't be transferred from one vehicle to another.
Hunter's or unladen weight permit: An unladen weight permit is issued to an owner-operator (lessor) who terminates a lease and has to surrender the Wyoming apportioned license plate and cab card to the carrier (lessee). This permit enables a vehicle or combination of vehicles to use the highways in all jurisdictions for the purpose of finding a new job. The unladen weight permit is only valid for vehicles operating at an unladen weight and is non-transferable. The permit is valid for 10 days for a $20 fee.
Agency: Wyoming Department of Transportation, Motor Vehicle Services.
Fees: IRP fees are based on the percentage of distance traveled within each jurisdiction, vehicle identification information, and maximum weight. Some jurisdictions also base fees on vehicle value, age, unladen weight, and axles.
