All motor vehicles, trailers, semitrailers, pole trailers, and recreational vehicles driven or moved upon West Virginia highways must be registered unless otherwise exempt. Exempt vehicles include, but aren't limited to, implements of husbandry and government vehicles.
All vehicles, trailers, semitrailers, and pole trailers registered within West Virginia, displaying a temporary registration plate or marker, or required to be registered within the state must be inspected and obtain a valid certificate of inspection before they may be operated on or over public streets and highways. Vehicles exempt from the inspection requirement include Class R, Class S, and Class T vehicles. The inspection must be completed within 10 days of purchase.

License plate display
Truck tractors and road tractors are issued one license plate to display on the front of the vehicle. All other vehicles, unless otherwise stated, are issued one license plate to display on the rear of the vehicle.
An owner of a vehicle with a Class G registration may choose to display a standard, G class registration plate in a horizontal position or — if the requirements have been met — display a specially designed Class G registration plate in a vertical position. To display a specially designed Class G registration plate, owners must pay a one-time $25 fee along with any other required fees and comply with all other applicable regulations.
International Registration Plan
West Virginia is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: Temporary evidence of apportioned registration (TEAR) will be issued upon request to new carriers or for vehicles added to an apportioned that are pending issuance of IRP credentials. The TEAR is valid for 40 days and costs a fee of $4 per vehicle.

Fees: The cost of apportioned registration depends upon the percentage of distance traveled within each IRP jurisdiction as well as the registered combined gross weight of the vehicle.
