All motor vehicles driven upon Vermont highways are subject to registration unless otherwise exempt. The state exempts certain farm vehicles from registration.
Beginning July 1, 2024, unregistered farm use panel trucks, pickup trucks, and sports utility vehicles must display a Department of Motor Vehicle (DMV) issued permanent farm use placard.
Trailers can be registered annually, bi-annually, or permanently. The trailer registration fee is based on the gross weight of the trailer and the registration period selected. Insurance coverage for trailers depends on the insurance coverage of the vehicle pulling the trailer.
Motorcycles, mopeds, and vehicles with a gross weight of 10,00 pounds or less, that are used to transport property for-hire on an intrastate basis within Virginia must:
- File a surety bond (certificate only),
- Provide proof of insurance (certificate or permit only),
- Obtain operating authority,
- Title the vehicle within Virginia, and
- Register each vehicle under their operating authority.

License plate display
Mopeds, motorcycles, autocycles, trailers, and semitrailers must display one license plate on the rear of the vehicle. Tractor trucks must display one license plate on the front of the vehicle.
All other motor vehicles are issued two license plates. Vehicles issued two license plates must display one license plate on the front of the vehicle, and the other on the rear of the vehicle.
International Registration Plan
Virginia is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: Virginia offers 10-day trip permits authorizing travel within Virginia for any vehicle that is subject to the IRP or IFTA but isn't registered under these programs.
