All motor vehicles driven within Vermont must be registered unless otherwise exempt. The state may exempt certain farm vehicles from registration.

License plate display
Motor cycles, tractor trucks, semitrailers, and trailers are issued one license plate to display on the rear of the vehicle. All other motor vehicles are issued two license plates. Vehicles issued two license plates must display one license plate on the front of the vehicle, and the other on the rear of the vehicle.
International Registration Plan
Vermont is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: Temporary apportioned registration authorization allows a Vermont-based fleet vehicle to operate within the listed jurisdictions at the listed weights for a period of 45 days pending issuance of permanent IRP registration. Prior to issuing a temporary IRP registration, all tax, title, and registration fees must be paid. A temporary registration authorization may be obtained by a Vermont-based carrier to add a vehicle to an existing fleet for a fee of $15.
Out-of-state vehicles that are eligible for apportioned registration but aren't apportioned within Vermont are required to purchase a 72-hour trip permit for a fee of $15 plus additional permit service fees.
Hunter's or unladen weight permit: The hunter permit authorizes the operation of an unloaded vehicle by the owner-operator for a period of 30 days. Prior to hauling a load with the vehicle, it must be properly registered.
