All motor vehicles driven within Tennessee must be registered unless otherwise exempt.
A company may register its fleet on an annual basis so that the registration of all vehicles in the fleet expires in the same month; the month must be requested by the applicant and approved by the commissioner. The commissioner will approve an applicant's request for fleet registration if the applicant:
- Provides an application containing information necessary for qualification as a fleet registrant,
- Provides a list of all vehicles to be includes in the fleet, and
- Pays a one-time filing fee of $100.
Upon approval of the application for fleet registration, the department will issue a permanent registration card and a permanent validating sticker for each of the qualified vehicles within the fleet.

License plate display
License plates issued to passenger motor vehicles must be displayed on the rear of the vehicle.
License plates issued to trucks with a manufacturer's ton rating not exceeding three quarters of a ton, that also have a panel or pickup body style, must be displayed on the rear of the vehicle. License plates issued to all other trucks and truck tractors must be displayed on the front of the vehicle.
All dealers' plates, as well as license plates issued to motorcycles, trailers, and semitrailers, must be attached to the rear of the vehicle.
International Registration Plan
Tennessee is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: The temporary authorization permit allows new or additional vehicles to be operated immediately after registration, prior to the receipt of the original credentials. The permit is valid for 45 days.
Hunter's or unladen weight permit: A hunter's permit is a means of temporary registration of unladen apportionable vehicles. A hunter's permit issued by Tennessee is valid for 15 days for no fee. Tennessee will also recognize a valid hunter's permit issued by another jurisdiction and will allow the carrier to travel within the state without the issuance of a "Tennessee" hunter's permit.

Fees: The cost of an apportioned license plate is determined by the percentage of distances that are traveled within each jurisdiction for which the fleet of vehicles is apportioned.
