All vehicles driven within Oregon must be registered unless otherwise exempt. Exempt vehicles include, but aren't limited to:
- Implements of husbandry,
- Trailers or semitrailers to be used primarily for off highway use and only operated incidentally upon the highway, and
- Special mobile equipment.
A trailer with a registered gross weight exceeding 10,000 pounds may be registered for a one-time fee (permanent registration) of $165 in lieu of the annual fee at the option of the registrant.

License plate display
When a single license plate is issued, it must be displayed on the rear of the vehicle. However, truck tractors must display one license plate on the front of the vehicle.
When two license plates are issued, one must be displayed on the front of the vehicle, and the other must be displayed on the rear of the vehicle.
International Registration Plan
Pennsylvania is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: A temporary authorization of registration (TEAR) is issued by an apportioned tag agent after they have collected and reviewed all title and registration documents. The credential is valid for 60 days.
Hunter's or unladen weight permit: A hunter's permit is issued to an owner-operator (lessor) who terminates a lease and has to surrender the apportioned plates and cab card to the carrier (lessee). The permit enables a vehicle or combination of vehicles to use the highways in all jurisdictions for the purpose of locating a new job. A hunter's permit is only valid if the vehicle or combination of vehicles is operated at an unladen weight. It isn't transferable and is valid for 10 days.

Fees: Registration fees are calculated according to each jurisdiction's specific registration schedules. The fees are forwarded to other IRP jurisdictions according to those jurisdiction's schedules and are factored, variously, based on:
- Percentage of distance traveled within each jurisdiction;
- Vehicle identification information;
- Maximum weight; and
- Value, age, and unladen weight.
