All motor vehicles operated within North Dakota must be registered unless otherwise exempt. The following motor vehicles may be operated upon the highways, roads, and streets of North Dakota without being registered:

Unless otherwise exempt, all motor vehicles within North Dakota must display two license plates. One must be displayed on the front of the vehicle, and the other must be displayed on the rear of the vehicle.
License plates issued to motorcycles and trailers must be attached to the rear of the vehicle and displayed vertically.
When only one license plate is furnished for an apportioned vehicle registered under the International Registration Plan, the license plate must be displayed on the front of the apportioned vehicle or truck tractor, and on the rear of a semitrailer.
North Dakota is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
Hunter's or unladen weight permit: Operators who require a temporary registration to move their apportionable unladen vehicle may obtain an unladen permit for a $30 fee. The permit is valid for 14 days.

Fees: IRP fees are calculated on an apportioned basis, depending on the percentage of actual distance the fleet traveled in each jurisdiction, vehicle value and type, vehicle age, registered weight, and vehicle identification information.
