All motor vehicles operated within North Carolina must be registered unless otherwise exempt. Exempt vehicles include — but aren't limited to — implements of husbandry, farm tractors, and government vehicles.
A motor carrier may not operate a for-hire motor vehicle in interstate commerce within the state unless the motor carrier has complied with all of the following requirements:
- Registered its operations with its base state,
- Verified that it has insurance for each for-hire motor vehicle it operates,
- Paid all fees set in, and
- Done one of the following:
- Filed a copy of the certificate of authority issued to it by the United States Department of Transportation allowing it to transport regulated items within the state and any amendments to that authority, or
- Certified to the Division of Motor Vehicles that it carries only items that aren't regulated by the United States Department of Transportation.

License plate display
When two license plates are issued, one must be displayed on the front of the vehicle and the other must be displayed on the rear of the vehicle.
One license plate is issued to motorcycles, trailers, and semitrailers to be displayed on the rear of the vehicle. Truck tractors must display one license plate on the front of the vehicle.
A plate issued for a commercial vehicle exceeding 26,000 pounds must display the word "commercial". The plate issued for vehicles licensed for 7,000 through 26,000 pounds bust display the word "weighted".
International Registration Plan
North Carolina is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: North Carolina offers temporary trip permits in lieu of apportionment or full registration.
Hunter's or unladen weight permit: North Carolina's special temporary registration (unladen weight) permit provides a mean of temporary registration for owner-operators not operating as a lessor. The permit is valid for 10 days for a fee of $5.
