All motor vehicles, manufactured homes, trailers, semitrailers, and pole trailers driven upon New Mexico highways must be registered unless otherwise exempt. Exempt vehicles include — but aren't limited to — implements of husbandry, special mobile equipment, government vehicles, freight trailers (additional requirements apply), and vehicles that are properly registered in another state.
Permanent registration may be granted to freight trailers which are subject to registration, as well as to utility trailers with a gross vehicle weight less than 6,001 pounds that isn't used in commerce.

License plate display
All motor vehicles must display one license plate on the rear of the vehicle. However, road tractors and truck tractors must display one license plate on the front of the vehicle.
The license plate must be securely fastened at all times in a fixed, horizontal position at a height of at least 12 inches off the ground. It must be in a place and position where it is clearly visible, and must be maintained free from foreign material and in a condition to be clearly legible.
International Registration Plan
New Mexico is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: On all applications, carriers may request temporary vehicle registration for any vehicle(s) after the invoice has been paid in full. Temporary registrations are valid for 15 days and can't be renewed or extended.

Fees: Registration fees paid to each jurisdiction are determined by the percentage of miles vehicles traveled in that jurisdiction.
