All motor vehicles and trailers operated within New Hampshire must be registered in order to legally drive on state roads unless otherwise exempt.
If a nonresident business entity has established a place of business in New Hampshire and principally garages or regularly keeps overnight in New Hampshire a vehicle or vehicles owned by or leased to the business entity for conducting intrastate commerce in New Hampshire, the business entity is considered to be domiciled in New Hampshire. The entity has up to 60 days from the date of establishing domicile in which to register the vehicle(s) or vehicles with the Division of Motor Vehicles or with an apportioned registration through the International Registration Plan.

License plate display
Every vehicle driven within New Hampshire that is also required to be registered must display two license plates unless otherwise exempt. Truck tractors are issued one plate to display on the front, and trailers are issued one plate to display on the rear.
International Registration Plan
New Hampshire is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Motor vehicles that qualify for apportionment consist of the following:
- A power unit having two axles and a gross vehicle weight (GVW) or registered weight in excess of 26,000 pounds;
- A power unit having three or more axles, regardless of weight; or
- A unit used in combination when the weight of such combination exceeds a GVW or 26,000 pounds.
Temporary permit: A New Hampshire based carrier who wishes to add a vehicle to an existing fleet must obtain a temporary registration authorization for a fee of $10. The permit will only constitute temporary registration of the vehicle, therefore obligating the carrier to complete the process for permanent registration in accordance with the laws and regulations. A temporary registration authorization will also be issued when an apportioned registration has been obtained until the permanent plates are received. The permit is valid for 45 days.
Hunter's or unladen weight permit: When any owner-operator who has registered in New Hampshire in the name of a lessee carrier terminates the lease, that owner-operator may apply for a permit to operate at the unladen weight of the vehicle for a period of 20 days. The permit must be in possession of the vehicle operator at all times and will be invalid if the operator is currently under suspension.

Fees: Fees will vary depending upon the weight of the vehicle and jurisdictions traveled. Fees are determined by multiplying the percentage of miles traveled within each IRP jurisdiction in which the registrant is apportioned, by each jurisdiction's registration fees.

New Hampshire grants interstate reciprocity to carriers from all non-IRP jurisdictions when properly licensed and registered in their base jurisdiction.
