All motor vehicles operated on the highways of Hawaii must be registered, except federally owned vehicles, implements of husbandry, and special mobile equipment.
Motor vehicles are registered with the various county treasurers at rates established by ordinance by the county council or city council. If a registered vehicle is transported to another county after payment of tax, no additional tax will be imposed on the vehicle for the remaining period of the year for which the tax has been paid.
The registration period is run on a staggered basis, and licenses are valid for 12 months from the date of issuance.

License plate display
Hawaii issues two registration plates to be displayed on the front and rear of the vehicle, except trailers and semitrailers are issued one plate to be displayed on the rear.
International Registration Plan
Hawaii does not participate in the International Registration Plan (IRP).
Fees
General registration fees vary as all vehicles are subject to an annual tax computed according to the net weight of each vehicle. The state fee for registration is $45, and the county fee is $12. Both a state weight tax and county weight tax are imposed as well.
