In the state of Virginia all motor vehicles and trailers used upon the highways are subject to registration, except farm tractors and motor vehicles and trailers when used exclusively for agricultural or horticultural purposes on lands owned or leased by the owner which are operated on the highways for a distance of not more than 30 miles from the owner’s land to a storage house or packing plant, when such use is a seasonal operation.
Registration fees are payable to the Commissioner, Department of Motor Vehicles. Registration is staggered monthly for all other carriers.
License plate display
License plates assigned to motor vehicles, including straight trucks, display a license plate on the front and on the rear of the vehicle.
Trailer and semitrailers are issued a single plate displayed on the rear of the vehicle.
Truck tractors are issued a single plate displayed on the front of the vehicle.
The license plates issued to licensed motor vehicle dealers and to persons licensed as transporters of unladen vehicles must consist of one plate for each set issued and must be attached to the rear of the vehicle to which it is assigned.
Reciprocity
Virginia is a party to the Multi-state Reciprocity Agreement and Bilateral Reciprocity Agreement, granting full interstate reciprocity on license and registration to all carriers from non-IRP states and provinces. These vehicles must be properly registered in their base jurisdiction.
International Registration Plan
Virginia is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees, allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Temporary Permits: Virginia does not issue temporary IRP permits.
Hunter's Permit: An owner/operator may obtain a hunter’s plate to travel from one jurisdiction to another to find employment. The plate is issued for the empty weight of the power unit and trailer, as applicable, for a three-month period; the fee schedule for private carriers is used to determine fees due. Loads cannot be transported using this plate. To request a hunter’s plate contact any DMV customer service center.

Fees
In this state commercial vehicles are registered on the basis of gross weight, with the major fee on the power unit. Fee is computed on a 1,000-pound unit with fees graduated upward for heavier vehicles. Fees are in two classes, private and for-hire vehicles.
Gross weight is the net weight of the vehicle or vehicles in combination plus the maximum load to be carried in such vehicle or combination.
Virginia offers carriers the option of purchasing a permanent license plate for apportioned vehicles. The permanent plate does not display month and year decals, and has the word “permanent” embossed on it. The permanent license plate has the P and PY as a suffix rather than a prefix and does not require decals.
Virginia also issues “vanity” or personalized license plates. If desired by the carrier, the plate may be displayed on trucks, tractors, and trailers.
Fees are prorated monthly.
Trailer registration
A permanent trailer license plate is valid for as long as the owner owns the trailer. The permanent trailer plate is optional, and cannot be transferred from one vehicle to another. A fee applies for replacement of a lost plate.
Registration of converter gears is optional in Virginia. If registered, trailer plates are displayed.
