Registration is required when a Vermont resident operates a motor vehicle which he owns or leases, property is transported in intrastate commerce, or a motor vehicle garaged and maintained in Vermont is operated. The state may exclude certain farm vehicles from registration. Two-year vehicle registration is available for non-apportioned motor vehicles, trailers, and semitrailers.
Vermont has a staggered renewal system for IRP carriers.
License plate display
If Vermont furnishes two license plates, one must be displayed on the front and one on the rear of the vehicle. If one license plate is issued, it must be displayed at the rear of the vehicle.
When a trailer or semitrailer is being drawn by a registered motor vehicle, the number plate must be displayed on the rear of the trailer or semitrailer.
International Registration Plan
Vermont is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees, allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Carriers who operate qualified fleet vehicles must apportion registration fees among these states according to the IRP formula. A fleet is defined as a power unit weighing in excess of 26,000 pounds or a power unit with three or more axles regardless of weight or a combination unit in excess of 26,000 pounds.
IRP registration expires 12 months from the date of registration each year.
Temporary Permit: A temporary registration authorization may be obtained by a Vermont-based carrier to add a vehicle to an existing fleet for a fee. Temporary authorization obligates the carrier to complete the registration of the vehicle. The temporary permit allows a Vermont based fleet vehicle to operate in the listed jurisdictions and at the listed weights for a period of 45 days pending issuance of permanent IRP registration.
Hunter's Permit: An owner-operator may obtain a temporary registration known as a hunter's permit when not operating as a lessor and searching for a carrier with whom they may lease. The permit authorizes operation of an unloaded vehicle by the owner-operator for a period of not longer than 30 days. Prior to hauling a load with the vehicle, it must be properly registered. Hunter's permits will only be issued to Vermont-based carriers.

Fees
In this state commercial vehicles are registered on actual weight loaded. Fee for tractors operated in combination with a semitrailer is based on the gross weight of the combination.
Registration for trailers/semitrailers is per gross trailer weight (trailer and load).
