All motor vehicles and trailers used upon the highways of this state must be registered.
All intrastate commercial motor vehicle plates and certificates are valid from the date of issuance to December 31 of any calendar year. Interstate (IRP) vehicles are registered on a staggered basis.
All resident operators of a motor vehicle trailer or semitrailer must pay to the Department of Revenue, the commercial motor vehicle fee. The fee is to be paid prior to beginning operations or annually between October 1 and December 31 of the year preceding use of the vehicle. A commercial motor vehicle plate or certificate must be displayed no later than December 31.

South Dakota issues two license plates to be displayed on the front and the rear of the vehicle.
Reciprocity
Carriers operating vehicles based in a non-reciprocal jurisdiction are not granted reciprocity and are required to be fully registered in South Dakota or obtain a trip permit.
International Registration Plan
South Dakota is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees, allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Carriers from the IRP member states and provinces operating vehicles having a gross weight in excess of 26,000 pounds, or three or more axles regardless of weight, or used in combination when the weight of such combination exceeds 26,000 pounds, may be apportioned in lieu of full registration.
Temporary Permit: A 45-day temporary clearance may be issued for apportioned unit(s). A supplemental application adding the unit or units must be submitted within 20 days of the issuance of the temporary clearance. Temporary clearances will not be issued in lieu of permanently registering a unit. Failure to file all paperwork covering any temporary clearance may result in a penalty. Any application submitted after a temporary clearance has expired will be assessed a penalty per vehicle.

Fees
If any commercial motor vehicle, according to the manufacturer's model year designation, is 10 years old or more on January first of the year for which a license fee is required, that fee is 90 percent of the fee ordinarily prescribed.
Fees are annual; reduced monthly by 1/12.
