In this state, all motor vehicles and trailers used upon the highways of this state must be registered, except implements of husbandry, special mobile equipment only incidentally operated on the highways, and vehicles owned and operated by the U.S. government.
South Carolina has a staggered registration renewal system.
License plate display
License plates issued for motor vehicles must be attached to the outside rear of the vehicle, open to view.
On truck tractors and road tractors, the plates must be attached to the outside front of the vehicle provided that single unit commercial motor vehicles with a gross vehicle weight rating in excess of 26,000 pounds may have the license plate on either the outside front or rear of the vehicle.
Reciprocity
Carriers from all non-IRP jurisdictions operating vehicles properly licensed in their jurisdiction are granted full reciprocity on license and registration fees, for interstate travel only.
International Registration Plan
South Carolina is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The International Registration Plan allows carriers from the member states and provinces operating vehicles having a gross weight in excess of 26,000 pounds, or three or more axles regardless of weight, or used in combination when the weight of such combination exceeds 26,000 pounds, to prorate fees in lieu of paying full registration.
Temporary Permit: South Carolina will issue letters authorizing temporary vehicle registration, pending issuance of IRP credentials. These permits may be obtained upon receipt of a completed application for title and registration of a newly purchased vehicle being transferred from another state or when adding another jurisdiction to the fleet. Temporary registrations will not be issued on vehicles being renewed under IRP. This permit is valid for a period of 45 days.

Fees
Registration in this state is based on gross vehicle weight. Fees are annual and are reduced proportionately depending on month paid.
NOTE: Fee is double if the vehicle is equipped with solid tires.
Semitrailers — permanent registration is available.
South Carolina law requires truck type vehicles to be registered for the combined gross vehicle weight. Vehicles weighing over 80,000 pounds must obtain an oversize/overweight permit.
