In Oklahoma all motor vehicles and trailers used upon the highways must be registered, except small trailers not used for commercial purposes.
License plate display
Oklahoma requires license plates to be displayed on the rear of the vehicle; however, trucks registered under the International Registration Plan must have the plates firmly attached to the front.
Trucks with a gross vehicle weight rating exceeding 26,000 pounds may have the plates firmly attached to the front or rear.
International Registration Plan
Oklahoma is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The International Registration Plan provides for all carriers who operate fleet vehicles from participating states operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles or having a gross vehicle weight in excess of 26,000 pounds, operating in one or more member jurisdictions.
Independent contractors may not be used to establish a place of business or residence on behalf of a registrant.
Temporary Permit: Qualified registrants may obtain and have on hand self Issue temporary permit authorizations - which can be issued to vehicles prior to the submission of applications for apportioned registration.
Hunter's Permit: An unladen weight permit is issued to an owner/operator who terminates a lease and has to surrender his/her apportioned license plate and cab card(s) to the carrier. The permit is valid for 45 days. The permit qualifies the vehicle at unladen weight only and is valid in all jurisdictions.

Fees
Commercial vehicles are registered on the basis of gross weight with the major fee on the power unit. Gross weight of a combination is weight of tractor plus weight of trailer, plus weight of load to be carried.
Federal Heavy Vehicle Use Tax required on weights of 55,000 pounds and above. Proof is IRS validated Schedule 2 of Form 2290.
Fees are reduced monthly on power units.
Oklahoma based only — round off the Oklahoma fee to the nearest dollar, and then add a registration fee.
Trailer & Semitrailer — Oklahoma issues a permanent trailer plate at a fee, renewable annually.
Special mobile machinery registration
Special mobilized machinery (SMM) are special purpose machines or devices which derive no revenue from the transportation of persons or property. SMM use of the highways is only incidental and its useful revenue producing service is performed off-highway. SMM may be either truck or trailer mounted:
- Truck mounted SMM may register either as SMM, or at any other registration classification for which the vehicle type, vehicle use and vehicle owner qualify. Standard excise tax applies to truck mounted SMM registered as such. Vehicle sales tax is not assessed.
- Trailer mounted SMM may register only as SMM, as such equipment does not qualify under any other registration classification. An expiring commercial trailer license plate is to be issued, at the applicable SMM registration rate. Standard excise tax applies. Vehicle sales tax is not assessed.
SMM is required to have a qualification certificate (authority) before any registration or permit can be issued. The qualification certificate may be obtained through the Oklahoma Tax Commission, or any motor license agency. The qualification certificate remains valid for as long as ownership of the SMM does not change.
Motor license agent to issue title and registration. Agents are authorized to title and register SMM, using the qualification certificate number assigned by the agent or the Oklahoma Tax Commission.
All SMM registrations expire in December. On February 2, the registration fee doubles.
Reciprocity for out-of-state vehicles
SMM properly registered in another state may pass through Oklahoma under that out-of-state registration provided the unit is not put into service within Oklahoma. However, SMM entering from another state and placed into service in Oklahoma must be registered for the remainder of the year.
If SMM will be used for temporary service in Oklahoma, a temporary permit is available for up to 30 days in any calendar year. If used for service more than 30 days in Oklahoma in any calendar year, the unit must be titled and registered for the remainder of the year.
