All vehicles used upon the highways of the state of North Dakota must be registered, except implements of husbandry, two-wheel luggage and boat trailers.
Registration is handled by the Motor Vehicle Division of the Department of Transportation. The registration for a motor vehicle becomes due as soon as such vehicle is first used upon the highways of this state and, except as otherwise provided, upon January 1 of each year thereafter. Registration period is from January 1 through December 31. Proportional registration is permitted. Under proportional registration, a motor carrier pays fees in proportion to miles traveled in North Dakota. Registration renewal period is either March, June, September or December.
License plate display
North Dakota issues two license plates to be displayed on the front and the rear of the vehicle.
Trailers are issued one plate to be attached to the rear of the vehicle.
One plate is issued to vehicles apportioned under the International Registration Plan to be displayed on the front of the vehicle.
Reciprocity
Carriers who have vehicles licensed in states and provinces that are not members of the IRP must obtain trip permits or fully license their vehicles in North Dakota in order to operate in the state.
International Registration Plan
North Dakota is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
North Dakota has a staggered registration system for apportioned fleets. The staggered registration expiration dates are March 31, June 30, September 30, and December 31.
The International Registration Plan provides for all carriers from participating states, operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles or having a gross vehicle weight or registered gross weight in excess of 26,000 pounds, operating in one or more member jurisdictions.
Temporary Permit: North Dakota does not issue temporary permits.
Hunter's Permit: Operators who are leased to an IRP carrier and break their lease may be issued a three-day hunter's permit to travel to a new IRP carrier. The permit will cover an unladen tractor and trailer.

Fees
Registration fees are based on gross weight of the vehicle or combination with the major fee being on the power unit and a nominal identification fee on the semitrailer or trailer. Gross weight is defined as total weight of vehicle or combination plus load; however, minimum weight for license purposes is double the unloaded weight of vehicle or combination. The applicant for license shall state the maximum gross weight of vehicle to be operated.
Fees are further graduated according to age of vehicle. The year designations are based on the year the vehicle was first licensed.
Rather than impose varying fees on different types of trailers, the state has imposed a flat annual fee on every trailer, semitrailer, and farm trailer required to be registered in the state. The state has also repealed the provision allowing for monthly proration of trailer fees.
