All motor vehicles and trailers used on the highways of Maryland are required to be registered, except implements of husbandry. Registration is made through the State Motor Vehicle Administration. All vehicles are required to have liability and property damage insurance coverage.
Registration will not be required for a non-resident during the first 30 days of his residency provided his/her vehicle displays a valid registration of former domicile.
If a non-resident maintains or occupies a dwelling in Maryland temporarily for a period in excess of 60 days, he/she may obtain a non-resident’s permit, in lieu of registration, if the permit application is made within 10 days following the 60-day period. A fee is charged for this permit. The application must furnish evidence of a domicile outside the state of Maryland. The permit is valid until the date of the registration plates of the vehicle to which they were assigned expire.
The registration period is staggered.
License plate display
Vehicles issued two license plates must display one on the front and one on the rear of the vehicle.
When one license plate is issued, it must be displayed on the front of a truck-tractor (Class F vehicle) and on the rear of trailers and semitrailers.
International Registration Plan
Maryland is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Carriers who operate qualified fleet vehicles may apportion registration fees among these states according to the IRP formula. A fleet is defined as a power unit weighing in excess of 26,000 pounds, or a power unit with three or more axles regardless of weight, or a combination unit in excess of 26,000 pounds.
Temporary Permit: Maryland based carriers may obtain Temporary Apportionment Authorizations (TAs) to add vehicles, increase weight, or add a new jurisdiction. Supplemental applications must be submitted within 5 days of the TA issue date, and all fees paid before the TA expires. Valid for 45 days.
Hunter's Permit: An owner-operator registered in Maryland in the name of lessee carrier whose lease is terminated may apply for a permit to operate at the unladen (not loaded) weight of the vehicles for a period of 20 days.

Fees
Registration fee schedule applies for trucks, dump trucks, and tow trucks.
Trailer Fee
For a freight trailer or semitrailer used in combination with a truck or tractor, the registration fee applies (includes motor freight and farm trailers) over 20,000 pounds if towed by a truck (Class E), and over 10,000 pounds if towed by a tractor (Class F).
An eight-year registration is available for fleets of five or more trailers or semitrailers.
