All motor vehicles, semitrailers, and all type trailers, except farm trailers, used upon the highways of Iowa must be registered. Applications made to county treasurer of the county of the applicant’s residence, if a resident; and Iowa Department of Transportation if operating interstate commercial vehicles. Iowa has implemented staggered IRP registration.
Iowa has registration reciprocity agreements for properly licensed vehicles from the following jurisdictions that are not members of the IRP: Northwest Territory, Nunavut, and Yukon. Iowa carriers must obtain proper authority before traveling to Alaska. IRP-qualified commercial vehicles that are properly licensed by Iowa and Wisconsin residents may be operated in the adjoining state within 30 miles of the Iowa/Wisconsin border without obtaining IRP plates or trip permits.
License plate display
Truck-tractors and IRP-plated vehicles are issued one plate which is to be displayed on the front of the vehicle. Trucks with county level or special plates are issued two plates. Both plates must be displayed, one on the front and one on the rear
Trailers are issued one plate which is displayed on the rear.
International Registration Plan
Iowa is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The International Registration Plan provides for all carriers from participating states, operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles or having a gross vehicle weight or registered weight in excess of 26,000 pounds, operating in one or more member jurisdictions.
Temporary Permit: A temporary permit may be issued at no extra charge and is valid for 60 days.
Hunter's Permit: Unladen weight permits are issued to owner/operators who have broken their lease with a carrier. The unladen weight permit allows them to travel from point of origin to point of destination, indicating an intermediate point, while going to a new lessee. They are not valid for carrying a load. The permit is valid for 15 days.

Fees
Annual registration fees for motor trucks, except motor trucks registered for gross weight of six tons or less need only be registered for their own gross weight, truck tractors, or road tractors are based on the combined gross weight of any combination of vehicles. All trucks, truck tractors, or road tractors are registered for a gross weight equal to or in excess of the unladen weight of the vehicle or combination of vehicles.
