All motor vehicles operated on the highways of Hawaii must be registered, except federally owned vehicles, implements of husbandry, and special mobile equipment.
Motor vehicles are registered with the various county treasurers at rates established by ordinance by the county council or city council. If a registered vehicle is transported to another county after payment of tax, no additional tax will be imposed on the vehicle for the remaining period of the year for which the tax has been paid.
The registration period is run on a staggered basis, and licenses are valid for 12 months from the date of issuance.
License plate display
Hawaii issues two registration plates to be displayed on the front and rear of the vehicle, except trailers and semitrailers are issued one plate to be displayed on the rear.
Reciprocity license
Properly registered vehicles from a different state or country are entitled to a Certificate of Registration for the balance of the vehicle’s registration year, at a fee per out-of-state registration per vehicle.
No certificate will be issued for more than 12 months, after which vehicle must comply with regulations as a resident.

Fees
In addition to the county weight tax fee, the State assesses a weight tax and registration fee, State Vehicle Registration Fee, per vehicle.
Vehicle used for agricultural purposes are exempt from the State vehicle weight tax.
