All motor vehicles and trailers operated on the highways of Delaware are required to be registered. Vehicles must be inspected prior to registration and renewal of registration.
To register vehicles in excess of 26,000 pounds, documentation of the manufacturer's gross vehicle weight rating must be provided. Acceptable documentation includes a permanently affixed gross vehicle weight rating (GVWR) plate, new vehicle delivery documents containing the VIN and GVWR, or a written statement from the manufacturer including the VIN and weight ratings of the major component parts. If documentation is not available, Delaware will assign a GVWR based on the federal bridge formula. Vehicles in excess of 26,000 pounds GVWR may not be registered for a weight above the GVWR.
Vehicles registered in Delaware must carry insurance in the amount of $15,000/30,000 PL and $10,000 PD. Insurance card must be carried in the vehicle.
License plate display
Delaware issues one license plate to be attached to the rear of the motor vehicle, trailer, or semitrailer.
Plates are displayed on the front of truck-tractors.
International Registration Plan
Delaware is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
The IRP allows all carriers who operate vehicles from participating states operating as a fleet to prorate fees. The IRP defines a fleet as one or more vehicles with three or more axles, having a gross vehicle weight in excess of 26,000 pounds, operating in the base state and one or more other member jurisdictions.
Temporary Permit: A temporary permit may be issued for a period of 60 days; the issue date will be the purchase date on the bill of sale.
Requirements for issue of temporary permit:
- Applicant’s original application must be completed and on file along with the appropriate information for IRP fees to be computed.
- Vehicle must have completed a DMV inspection and VIN check.
- Copy of vehicle’s bill of sale showing purchase date.
- Copy of insurance is required.
There may be a fee for the temporary permit.

Fees
Delaware prorates fees on a monthly basis. If a carrier has a fleet of 15 or more trailers, the trailers may be registered with seven-year registration plates.
