All motor vehicles and trailers are required to register before operating on any highway in the state of Arkansas, except those normally exempt by law, implements of husbandry, special mobile equipment, electric trolleys, and vehicles owned by the Government of the United States. Registration is under the jurisdiction of the Arkansas Department of Finance and Administration.
Arkansas has staggered vehicle registration and renewal.
License plate display
When two license plates are issued, they are displayed on the front and the rear of the vehicle. When once plate is issued, it is displayed on the rear of the vehicle. However, plates for trucks of one ton capacity or larger may be displayed on either the front or the rear of the vehicle.
International Registration Plan
Arkansas is a member of the International Registration Plan (IRP). The IRP is a base state system for vehicle registration fees allowing a carrier to apply for vehicle registration and pay fees to a single jurisdiction.
Arkansas has a staggered registration renewal for apportioned vehicles.
Temporary permit: Carriers adding new or additional vehicles to an apportioned fleet may request the IRP Unit to issue temporary permit. The registration of the vehicle covered by the temporary permit must be completed within the 30 day limit of the permit. The temporary permit covering a specific vehicle cannot be transferred to another vehicle. There is no fee to receive a temporary permit.
Hunter's permit: A hunter permit is for owner/operators not operating as a lessor. Owner/operators may purchase a non-apportioned base plate for the unladen weight of their truck. The registration fee will be the lowest of the fees for the particular weight classification.

Fees
Registration fees apply to trucks, truck tractors, and buses.
For the purpose of evidencing registration of semitrailers, a special tag is issued to be attached to each semitrailer for the purpose of identification.
Carriers may obtain permanent nontransferable registration on semitrailers for a special fee. An annual fee applies for all trailers operated in the transportation of farm products and other natural resources.
