Under OSHA’s Permit-Required Confined Space standard, an employee can be both an entry supervisor and an authorized entrant as long as the employee has had the appropriate training and the duties of one activity do not conflict with the duties of the other. The PRCS requires that an attendant be present outside the space at all times during entry; therefore, if the supervisor also had attendant responsibilities and had to enter the space, someone else trained to the attendant level would have to take the supervisor’s place prior to entry. You can have as many entrants as necessary to carry out a job in a permit space, but you must always have an attendant outside the space and someone to fulfill supervisory duties.
This clarification can be found in OSHA’s compliance directive CPL 2.100, Appendix E “Questions and Answers to the PRCS Standard” under Section (h) Duties of Authorized Entrants.
