Georgia is not an OSHA-approved State Plan, so is under federal OSHA jurisdiction which covers most private sector workers within the state. State and local government workers are not covered by federal OSHA.
Georgia does, however, have a Public Employee Hazardous Chemical Protection and Right to Know Act mandating that Georgia state employees be informed and educated about potentially hazardous chemicals in their workplaces, including silica.
