Operating authority
Transport Safety & Regulation (Permit Services) under the Motor Transport Board's authority will issue to any motor carrier, who holds a permanent operating authority or commercial truck licence issued by any provincial transport board or by the Interstate Commerce Commission an operating authority for general merchandise undertaking into or out of Manitoba upon request and the payment of the prescribed single trip fee.
For-hire carriers must hold a safety certificate or at least a temporary operating authority from their base Province before entering the province. The Manitoba Highway Transport Board will issue to any motor carrier, who holds a permanent operating authority or commercial truck licence issued by any provincial transport board or by the Interstate Commerce Commission a Temporary Operating Authority Certificate and upon payment of the prescribed single trip fee. There are no requirements for private carriers.

Fees: $25 (valid for single trip). Operating authority certificate plus the purchase of a trip permit per vehicle. The trip permit fees are calculated using the formula:
Distance (in Manitoba) X net load X predetermined rate.
Minimum fee is $6.
