Federal authority

TPDES stormwater permits are required by the federal Clean Water Act (CWA) and are issued by the TCEQ. All activities relating to the regulation of storm water have been administered by the agency's Wastewater Division since September 14, 1998, when the U.S. Environmental Protection Agency (EPA) authorized Texas to implement the program.
