Hawaii incorporates by reference most of the July 1, 2017, edition of the federal OSHA general industry and construction requirements for scaffolds and scissor lifts; therefore, the state requirements are identical to the federal requirements, except for some revised definitions found in HAR 12-60-50 and HAR 12-110-50.
Any new federal OSHA final rule that impacts scaffolds or scissor lift requirements for general industry and construction AND that took or takes effect after July 1, 2017, will not be effective until the state takes action. For example, currently, the following federal OSHA final rules are not effective in Hawaii:
- Walking-Working Surfaces, Personal Protective Equipment (Fall Protection Systems), and Special Industries (Electric Power Generation, Transmission, and Distribution); Corrections, dated December 17, 2019; and
- OSHA Standards and Regulations; Corrections, dated February 18, 2020.
