Individual states promulgate laws to comply with the federal law — The Personal Responsibility and Work Opportunity Reconciliation Act of 1996.This act is codified at 42 USC 653-653A. Employers need to only comply with state laws.
Louisiana Revised Statute §46.236.14 requires employers to report employee hires within 20 days of the hire date. If an employer transmits a report magnetically or electronically, two monthly transmissions are to be made not less than 12 days or more than 16 days apart.
