The State of Rhode Island requires compliance in all respects with the federal Hazardous Materials Regulations (HMR), Title 49, Code of Federal Regulations (CFR), Parts 100 – 180 as well as Part 397 of the Federal Motor Carrier Safety Regulations, as amended, for all interstate and intrastate shipments.
The Rhode Island State Police primarily regulate the transportation of hazardous materials within the state.
The Rhode Island Public Utilities Commission (RIPUC) has also adopted the federal HMR, Title 49, CFR, Parts 170 – 190, as well as Part 397 of the Federal Motor Carrier Safety Regulations, as may be amended. The RIPUC has specific requirements for the transportation of high-level radioactive materials.
The Rhode Island Department of Environmental Management (DEM) is the lead agency in developing and administering the hazardous waste management program within Rhode Island.
